Historically, the levying of taxes on income is not a new concept, with tithing considered the precursor to the modern income tax. China’s Emperor Wang Mang once implemented income tax amounting to 10% of all profits generated by skilled laborers and professionals. Prior to this, all Chinese taxes had been in the form of head or property tax. It is not Emperor Mang’s tax model, however, but Britain’s William Pitt the Younger that comes the closest to the modern income tax system that we have in place.
